The Treaty Authority welcomes the historic passage of the Statewide Treaty Bill through the Victorian Parliament, marking a transformative moment in the journey toward justice, truth-telling and self-determination for First Peoples in Victoria.
The Bill will enshrine the first negotiated Statewide Treaty Agreement between the Victorian Government and the First Peoples’ Assembly of Victoria — a landmark achievement in Australia’s history.

The Treaty Authority, as the independent body overseeing the Treaty process, played a role in ensuring negotiations were conducted fairly, transparently and in accordance with the principles of self-determination.
The Statewide Treaty Bill creates Gellung Warl, a new body under which the First Peoples Assembly of Victoria operates, with powers to make decisions on matters directly affecting First Peoples. The Bill also transfers to the Treaty Authority a number of additional functions and powers, including in relation to the conduct of the Gellung Warl elections.
Passage by the Victorian Parliament paves the way for the Bill’s Royal Assent, giving effect to the Statewide Treaty.
