Commencement of First Statewide Treaty

Public Notice 

The Treaty Authority gives notice, in accordance with clause 27(a)(iii) of the Treaty Negotiation Framework, that a Statewide Treaty has been formally agreed between the State of Victoria and the First Peoples’ Assembly of Victoria. 

Date: 12 December 2025 

Process for Formalising the Statewide Treaty 

To formalise agreement to the Statewide Treaty: 

  1. The First Peoples’ Assembly of Victoria (Assembly) must each demonstrate that it has received Collective Support for the Treaty (clause 27(b), Treaty Negotiation Framework). 

Collective support requires the Assembly to demonstrate that it has engaged in a self-determined process to seek the freely offered support of its members for the Treaty (clause 28(a)-(b), Treaty Negotiation Framework). The process must be recorded and made available to all parties and the Treaty Authority (clause 28(c), Treaty Negotiation Framework). Collective support is demonstrated once this process is completed (clause 28 (d), Treaty Negotiation Framework) 

  1. Once Collective Support has been received, the State of Victoria (State) and the Assembly must signify their assent to the Treaty (clause 27(a)(i)) and notify the Treaty Authority that assent has been given (clause 27(a)(ii)). 

On 5 December, the Assembly demonstrated that it received Collective Support for the Statewide Treaty. 

On 4 December, the State formally notified the Treaty Authority of its assent to Treaty. 

On 12 December, the Assembly formally notified the Treaty Authority and signified their assent to the Treaty through ceremony and cultural protocol at the Victoria’s Treaty: It’s Here event

The Treaty Authority will maintain a public register of all formalised Treaties and Interim Agreements (clause 27(d), Treaty Negotiation Framework) on the Negotiations Register (referred to as the Negotiations Database in the Treaty Negotiation Framework).

Commencement of First Statewide Treaty

In accordance with clause A3 of the Statewide Treaty, the Treaty commences operation on the date of publication of this statement.
