Web Map User Guide

This guide explains how to use the interactive Treaty Authority webmap to draw and manage land and waters boundaries.

Overview

The Web map is available in the Negotiations Register Portal (NRP) and it is an interactive mapping tool that allows you to draw the outer boundary of the land and waters over which you intend to make a Treaty. You can also add supporting information (points, lines, and polygons) and edit or delete features you have already drawn.

Demonstration Videos

This video introduces how to draw borders (sometimes referred to as Polygons) in Negotiations Register Portal forms.

Interface Layout

The interface has two main areas:

  • Left sidebar — drawing tools and controls
  • Map area — the interactive ArcGIS map

The sidebar can be collapsed by clicking the chevron button at its top-right corner, giving you more map space. Click the small button that appears on the left edge to expand it again.

Getting Started

Drawing Your Minimum Standards Boundary

The primary task is drawing your Minimum Standards boundary — the outer limit of the land and waters.

  1. Click the Minimum Standards button in the sidebar (the label may vary depending on your configuration).
  2. Click multiple points on the map to trace your boundary.
  3. Double-click to finish drawing.
  4. Click Save to persist the boundary, or Discard to remove it without saving.

Note: You can only create one Minimum Standards boundary. Once saved, the button will be disabled and you will see a green checkmark confirming it exists. To modify it, use the Select tool.

Drawing Tools

Additional Supporting Information

Below the Minimum Standards section, three tools let you add extra context to your map:

ToolDescription
PointAdd a single point location
LineDraw a polyline
PolygonDraw an additional polygon

Use these tools the same way as the Minimum Standards tool: click to add points, double-click to finish.

Select (Edit)

Use the Select button to click on any existing feature and edit it. You can move vertices, reshape the geometry, or delete the feature entirely.

Saving and Discarding Changes

After finishing a drawing (double-clicking), an action panel appears:

ButtonAction
SaveSaves the feature to the database
DiscardRemoves the drawing without saving
DeletePermanently deletes an existing saved feature (requires confirmation)

Keyboard shortcuts:

  • Enter — Save
  • Esc — Discard

If you switch tools while you have unsaved changes, a confirmation dialog will ask whether you want to save or discard before switching.

Map Controls

The top-right corner of the map contains standard ArcGIS widgets:

WidgetDescription
Basemap GallerySwitch between different map backgrounds
HomeReset the map to its default view
Layer ListView and toggle visibility of map layers

Delegation Mode

When configured for a delegation scenario, the sidebar includes a Delegation Constituents section instead of the standard supporting tools.

Workflow

  1. Select a constituent from the dropdown menu.
  2. If that constituent already has a polygon mapped, click Edit to modify it.
  3. If they are unmapped, click the draw button to create a new polygon.
  4. Draw the boundary (click points, double-click to finish), then Save.

Notifications

Status messages appear at the bottom centre of the map:

  • Green — feature saved successfully
  • Red — an error occurred

Notifications dismiss automatically after a few seconds.

Read-Only Mode

If the application is opened in read-only mode, all drawing tools will appear disabled. You can still pan, zoom, and explore the map, but you cannot draw or edit features.

Troubleshooting

IssueWhat to do

Tools are greyed outThe application may be in read-only mode, or a Minimum Standards boundary must be created first
